CA unpaid on EQ, paid on TU and EX?

I have a collection amount for a utility bill in the amount of $163 on all three reports. The amount shows unpaid for Equifax, paid for the other 2. There is no contact information for the collection agency responsible for this bill. Is my first step to call Equifax and ask for this information? And should I then proceed through the validation steps and try to get the item removed from EQ or from all 3 reports? The date of last activity is October 2000. Where should I take this and do you think I have a chance of getting it removed, or at least changed to paid on EQ.
