Unfortunately, here's the rub: Citibank is *very* active in litigation here in IL. If you're still within the SOL and send the CA a cease and desist or validation letter, Citibank may take the account back and file suit. Of course, that is *only* if the CA is an assignee and didn't purchase the debt outright.

If the CA purchased the debt from Citibank and *isn't* licensed to collect in IL, you stand a much better chance of slipping past the SOL. Look to your credit report for clues as to whether it was assigned or bought. If they've bought it, I'd take a chance at ignoring them. As you've already experienced, requesting validation while within the SOL can be more of a problem than a help.
