CA did not validate, now got arbitration letter

I received initial letter from CACV Colorado/P.Scott Lowery Law Firm in October 2003. Immediately fired off a Validation Request and a Cease and Desist, using certified mail. Received green card back within a week. Almost 4 Months go by and now received a letter stating they filed for arbitration with some National Arbitration Forum. Should I send a second request for validation and an Refusal for Arbitration. BTW, original creditor was MBNA, not that it matters, but noticed this seems to be the common practice for collectors for them.
