In California, interest on debt by third party collection agency

A third party collection agency has stated that they are charging interest on credit card debt that became delinquent more than 4 years ago. Is this legal and can they collect this? I ran up debts about 10 years ago and lost my job due to medical problems. I eventually ran through my money to the point of going on the dole. I have had no real threats to sue as they could determine I had no money. But now I have social security and have a little.
