First of all, you most certainly CAN get withholding information from past years. The Social Security Administration holds ALL of that data and you can get a form to request it.

So, go to SSA.gov and call them. Tell them what you need and you should be headed in the right direction.

You don't have ANY tax returns from 1997 ?? You should be keeping tax returns for a LEAST 7 years, and for just this reason. I have every single tax return I've ever filed stowed away in a fireproof box.

Did you have anyone prepare your taxes or did you do them by hand yourself ??

As a state tax authority, they probably CAN place a levy 'without notice' if you were still an IL resident. I would imagine that they would have to obey TX laws now that you're in TX.

You need to call IL Dept of Revenue and start talking.
