A new letter A$$ett Acceptence

Ive been gettting letters from Assett ffor a couple of years now. All of the letters have basically been offers to settle for 25-50% off. Ive been laying low hoping to run the SOL which is up in 48 days (almost there). I got a new letter yesterday saying since I have not responded to there offers, "they have no choice but to proceed against me within state and federal regulations." Is this new letter just a bluff or is it a prelude to a lawsuit?

They have never sent me anything in the way of validation except a printout. Im in California, the debt is for about $5000.
