CITI Q for WhyChat

I owe CITI on a credit card account. They still have the account as far as I know. I have not paid in 12 months. I would like to offer them 30% which is what I can afford to get rid of this. I would appreciate any recommendations and insight you can give me on negotiating with CITI.
