If the debt was under $15k it was probably in County Court and your appeal lies to the Circuit Court, and if over $15k it was probably in Circuit Court and you go to the District Court of Appeal. I'm not sure what the eminent and generally right WhyChat means by "administrative law judge" because ALJs only decide regulatory cases, not contracts for payment of money, and if it was before an ALJ for some reason I can't fathom, again you would go to the District Court of Appeal in general.

I might be able to help you if you have a chance on appeal. I don't know enough about your case to tell for sure, but chances are that your issue wouldn't be PERSONAL jurisdiction, but SUBJECT MATTER jurisdiction.
