The letter advising you they were going to arbitration was NOT in violation, the follow up letter was.

IF they send you any further communication other than to specifically advise you of a legal action or other remedy,that too will be a violation.

HOWEVER,I hope you have taken steps to protect yourself,as Tx is infamous for freezing bank accounts PRIOR to filing for a judgment.
