Then they know you can pay. If they know you can afford to pay $9700 in 60 days then they think they can get you to speed it up or sue you and get the judgement in which case they will get it all unless you can come up with an excuse.
They are afraid of giving you more time as you might get knowledge on how to avoid a judgement or hide your assets.
You are the perfect candidate for a suit, sorry, but they smell the money and will terrorize you until they get it all or you make some kind of agreement/stipulation to pay it up fast. A suit costs them almost nothing and they stand to get the whole $10k if they can pull it off.
