Can a collection agency keep updating a debt???

My old report has a debt listed as max delinquency 1996 and this report was from January 2003.. I recently pulled my report and now it says just refinanced in the date column and now the delinquency date is 1998?? Can they do this? Is this ever going to fall off my credit report? What do I do?
