In "MY" day, an administrative review was for the purpose of correcting a Judge's incorrect interpretation of statutes without subjecting him/her to an actual reversal on appeal. It is particularly useful (or at least it USED to be) for correcting magistrates and other political hack appointees,many of which did not even have a law degree, from flagrant errors.
