NCO called ref old elecric bill

NCO called and told me they just purchased an old electric bill from AEP. Bill is from 1999. Trying to figure out what this type of account is considered for my states SOL. Open accounts are 6 years. Not sure what utility accounts are. I don't even remember this account being late, but oh well. It's only $41 but I'm trying to figure out whether to tell NCO to bug off or if it's easier to to just pay the $41 and be done with it.
