Problems with CAMCO

What is the name of your state? Washington but this must have happened in California due to the dates.
I just received a letter stating that I owed a debt to Marine Midland Bank via CAMCO collections.
I called them and asked what this was about. I truely do not remember this debt.
They stated that it was an account opened in March of 1988 and last payed on Sept 30 of the same year. I believe it went into collections soon after but I am not aware of this debt.
They will not offer me any information without a subpoena from a lawyer.
They did offer a settlement of $536.71 The letter states that I owe $1,858.82
I looked up their name (CAMCO) for info on the web and found that they have done some (lets say unethical) things trying to make people pay debts that were either payed off or non existent.

Is there a statute of limitations on this debt and how far can they go to destroy my good credit?
Are these people legally proceeding with this collection?
