NAF did the exact same thing to me on an MBNA acct that Scott Lowery now has. Rule 6 says you have to send proof that the other party was served with your response. I faxed a copy of the green card - they proceeded like they never saw it. Would have mailed it to them certified, but they didn't give me time. Anyhow, gave the whole mess to my attorney - she wrote a letter to the law firm and it went away. The whole arbitration thing is a scam.
