The answer is very simple. Put yourself in your friends shoes. Would you want him giving a total stranger who calls on the phone your cell phone number? Would you want him to give a telemarketer your phone number? I don't think so. You should never give a person someone else's private phone number unless that person gives you permission. The best thing you can do in that case is take a message and tell him "I am sorry, but I am not authorized to give out that information."

People get cell phones because they are unlisted and they are private and they can control who can call them there. If he wanted his creditors, telemarketers, his friends, his girlfriends, etc to have that number, he would give them that phone number.
