Write a letter to ALL parties, Cingular, the Ind. tel. provider, the CA, etc.

State the circumstances,state that they are in violation of the FDCPA the California Consumer Credit Laws, and the Federal Soldiers & Sailors Act.

State that you are sending a copy of the letter as a formal complaint to the FTC, the Ca. Attorney General's Office, the FCC and the (name of your contact office for your husband's branch of service legal affairs assistance dept.)

State that in addition to the above, you are reserving the right to file a claim for illegal collection activities and fraudulent business practices against all parties.
