question on house liens?

ok im not asking legal things..really, im not lol. i just dont know what they mean by placing a lien on a house here in texas? a CA, i assume from goin to court and all... a homestead is exempt..but i was told it can be done to prevent one from selling a house. i dont quite understand it. i figure its so they can get their money you owe should you sell it..but maybe not. anyone think they can explain this to me? please???? thank you!!!
