I had a billing dispute with Verizon also. I got nowhere speaking to their supervisors, who are mindless robots with pre-programmed answers.
I filed a complaint against them with the FCC, which was very easy to do on the FCC web site. Although Verizon initially refused to tell me the name and address of their CEO, they finally did give me that info. I don't have it any longer but I recall that it was in Bedminster, NJ. Bottom line is that someone called me back in response to my letter to the CEO. I had half of the disputed amount refunded, so I was pleased.
