This sounds like a bad debt buyer and the chances are good that this is passed the SOL in your state and they have no legal right to collect. What state are you in, and when was the last time you paid the original creditor before the account became deliquent. (when was the card last in good standing - you could charge on it)
This CA is in violation of the FDCPA. DON'T PAY THIS CA ANYTHING.
You do not have to agree to arbitration, and even if they get the usual phony arbitration award, they still have to sue and get a judgement before they can collect. AND it sounds to me like their chances of collecting on a judgement are not very good.
