Target calls their customers "guests," so the "guest card" is Target's store card. It can only be used at Target stores and Target's web site. It's easier to qualify for than the VISA card because if the customer defaults, Target only loses the wholesale cost of the merchandise rather than the retail price spent in another store with the VISA. Better than no card, perhaps. The original poster might try asking Target politely again for a VISA card, otherwise they will not activate the guest card.
