My Mom's Situation - Help

My mom fell behind on her CC payments. She hadn't made a payment in over 2 years. 2 months ago a lawyer representing the OC (Providian Bank)
called demanding payment in full, $2000. Now, this part makes me mad. She agreed over the phone to put $200 down and $50 a month via automatic withdrawal. The lawyer accepted her offer. She gave the lawyer her account number! They deducted $50 last for last month already.
Can she still demand "validation" of the debt?
Can she get that oral agreement in writing?
Should she close her account?
The lawyer is from Houston Texas. Charles E. Soffer,P.L.L.C.
Does he need a license to collect in Florida?
I searched the Florida Department Of financial Services site,
https://ssl.dbf.state.fl.us/cf/lic/pubinqry/pub1/index.cfm and he was not listed. Any help would be appreciated.
