I posted a topic recently called "My Mom's problem" and this question has something to do with it. I'm a little confused on something. The following is from the Florida section of WhyChat's website. I would like to know what "soliciting accounts" mean. Does it pertain to debt collectors trying to collect a debt? Thanks. COLLECTION AGENCY BOND & LICENSE

Exemption for out-of-state collectors: Registration is required for out-of-state collectors if [1] soliciting accounts; [2] if client (creditor, its affiliate or subsidiary) has an office in Florida.
