He might want to get that boat out of his name. It is a luxury item to the CA. They don't know it is broken down. It could triger a law suit if
they find it. They will look at his credit report and see that he owes on the truck. I rarely hear of vehicles being seized because their value is very little at auction, and legal on seizing a vehicle is costly. Of course if they file suit thinking he owns a boat and they can collect, it is their loss, but very stressful for your dad. I would be more worried about the stress these CAs can cause than what they can actually take.
