Yes, you have the right to appeal. But generally you must state your intent to do so immediately upon hearing the court's ruling and NOT take part in any further proceedings. In other words, you usually can't agree with the court to make installment payments, then file an appeal.

Then, of course, you should walk immediately down to the clerks and file your notice of appeal.

Check with your court clerks now about the process to file an appeal, just in case. It differs slightly from court to court. If the court rules that the SOL is irrelevant, then you should ask for an admistrative review on the law by an administrative judge.

Then get an attorney, because it will probably be a long haul, and appeals are very complex. It all depends, too, on how much money you're talking about. If you've lost a case for only a few hundred dollars, an appeal to a higher court may not be worthwhile to you to pursue. An administrative review, however, shouldn't be all that costly.
