I would investigate it. If he paid for it then they should honor it. The courts are very simpathetic to upholding the individuals rights even when there is bullcrap tiny print somewhere with stipulations. I would say if your dad paid for their insurance then I would find about as much as you can about it and then sue the scum suckers if the refuse to honor it. At his point they are probably afraid that they owe him money and as we all know they CC companies have no problem in telling half truths.
Sue them if you have too.
