The violation is sending a "private call." Disguising your identity when placing a phone call would be covered, I would imagine, by the planks in the FDCPA that require debt collectors not to lie about their identity. And I also think that any business, especially in the debt-collection industry, that decides to disguise its identity is likely doing so in order to freely practice harassment.

I don't intend to file complaints because I think that would bring unwelcome further attention. I am simply asking if anyone with access to databases knows the identity of the caller.
