Lien on rental property...

Got a question in regards to a OC or CA placing a lien on a piece of rental property that I own. As it stands, my primary residence which is assessed at $80K has a 1st. mortgage of $60K. I also bought my parents house from them before they died. I rent the house to make the mortgage, insurance, taxes, etc. Four years ago I took out a loan and, as collateral, had a 2nd. lien placed on my house as well as the rental house. The rental is assesed at $30K in which $21K is still owed on the 1st. mortgage.

I realize that if the OC or CA sues me and gets a judgment, they can place a lien on my rental property. BUT can they force the sale of the property?
