Generally, no.

Authorized users who didn't sign the account and never used the account are not legally liable under any circumstances.

But if you've used the account (by signing a credit card reciept), you *may* be liable in some states, from what I've heard.

However, the CA would need to have a copy of that receipt to make it stick. Almost NONE of the third party collectors have that kind of proof. A small minority are lucky enough just to have a copy of the application.
