Please help. California SOL on credit card account?

Hello. I just recieved a collection notice from NCO trying to collect on a old Nations bank credit card account. They claim the new balance to be 1500.00 but will settle for 1000.00. I checked my equifax report from Nov 2000 and it states this account was opened 11/95, and last activity was 12/96. How accurate is this, and does it mean that the SOL has run out? Any help would be apreciated.
