what's this on my credit

OK I bought a house in 1997 and haven't checked my credit since then. I get a copy of my credit report yesterday and see this Gulfstate credit and that I owe 49.00 since 1996?
OK should I just pay this? Where did it come from and what is it for I tried calling the 888 428 3891 number that is on the credit report and it seems that this number is disconnected.
Should I not even worry about it until I get some notice, maybe it's some mistake?
