Student Loan & Statute of Limitations, etc.

I defaulted on a student loan back in the 80's. Now the default is no longer on my credit report (checked several agencies). My most recent tax refund was diverted to the Dept. of Education - can the default status show up on my credit report again? I understand the credit agencies report the day of last activity - does the tax refund count as a "payment" and start it all over again?
