I did a little homework on this and found out that in my state (Illinois) this type of offer was deemed in violation of the Fair Debt Collection Practices Act. Basically what these guys are trying to to is get a person to accept the card thereby effectively renewing the debt and negating the SOL. Pretty shady. I filed a complaint with the FTC, for what it's worth.
