Bankrupcy or not

I have accumulated about $36,000 in debt besides my house. I'm not late on my housepayments or car payments. I have been late on credit card payments which pretty much doubled my owed amounts. I cannot get a debt consolidation loan and I'm not getting anywhere on these bills. It was suggested to me to look at filing chapter 7 or 13. I do not know anything about this. Any advice would be appreciative.
