The time limit for listing the debt on your credit report is probably expired.

The statute of limitations for filing a lawsuit may also have expired.

That is why they are offering you a discounted partial settlement to encourage you to pay. They are hoping that you panic and get scared.

If the debt isn't yours, you might want to send the collection agency a note stating that (you *don't* have to mention who it really belongs to), and request that they send documentation to prove their claim that it is allegedly yours. They have to do that before they can continue to make demands, so they might just drop it then.
