MCM freezing bank accounts

MCM sent summons without any apperance dates on it a couple of months ago. We screwed up and did not take it seriously due to that fact. Surprise surprise we find out on a Friday night that they froze bot joint accounts we have. Mrs is on perm disability and after a couple of phone calls they said they will reinstate the accounts within 24 hours due to her income only being from SSD. My ? is this- was this legal to do in the first place and they seemed to know more than I thought they should about my accounts. Recent transfers etc. Do they have THAT much access to our banking????
