Can they put a judgment from 1996 on my Credit Report?

HI! All!
It's me again. I am still considering paying this judgment so that I can rest easy at night --I was curious though ---- although it was never on a credit report that I have ever recieved -- I am sitting here wondering if it will get reported on them.
*I am still perplexed as to why this collection lawyer decided to pursue collecting this judgment. It still looks like to me he was just waiting for this other negative account to fall off (after 7 years) --after all ---he pulled my report the same month this other negative item was set to fall off. It all seems to calculated. I can't get it out of my head. "Why now"? you know? I mean, I don't own anything, and don't work, he can't go after my husband. I haven't been hiding. I did notice this lawyer on my credit report about 3 years ago --but I thought it was from the other item.
I am perplexed and wishing it would all go away :(
Hubby and I are thinking of getting a small loan from the bank to pay it off --the judgment amount that it....($1400) not the $1800 he is asking.
