Interest on a Judgement

I live in Virginia and have a judgement against me that has been paid in full as of 4/25/04 ( according to my records ). I called the debtor to see if they would satisfy my judgement with the courts and I was shocked to be informed that there was 9% interest accruing since 1999. I now owe 1400.00 in interest. Can the interest be removed by the debtor?
