1) Unforseen circumstances 2) Lack of Education and 3) Lazy, Criminally negligengt individuls.

You do have one valid point, education is the answer. I have several degrees and no credit education on how to stop beign abused by insavory CA's - this board provides that education. Amazingly, you seem to resent that!
