If it is a medical bill and you wish to settle, you can do it with the original health care provider.

What was the date of service? Is the bill left over from an account paid by insurance?

One affirmative defense you may have is that you have given no signed permission for your private medical records to be published in any public Court docuuments, that it is a violation of the Wa. privacy statutes and HIPAA.
