Almost everyone who posts here, including me, is American. Indonesian laws are apparently quite different (It's too bad we don't have "bill collection guards" here, it would be great sport to shoot them.) Your friend should consult an Indonesian lawyer. What the banks did would not be allowed here in the USA but may have been quite legal there.

A consumer's witholding of payments will not encourage creditors to do them any favors. It's quite the opposite. Your friend should have threatened to close the account and take his business elsewhere if they weren't going to issue the reward voucher, instead of stopping payments. Most companies will try pretty hard to keep a good customer. Unfortuantely it is too late for that now. Since he didn't pay, he's not a good customer any more. On many US credit accounts, reward points are automatically cancelled and lost if payments are not up to date. If that's the case there, he may have no chance at the rewards now unless the bank decides it really likes him again. If Indonesia has credit reporting agencies like we do here, his not making payments is going to cause him to be unable to get additional credit from any bank in the future.
