CRRR Delay

I sent a CRRR last week 5/19, to an address less than 10 miles from the Post Office and I have yet to receive my green card. Are there stall techniques that a recipient can apply for instance "oh I can not sign that the person who can won't be in until Friday"? Or does the carrier attempt delivery several times before sending it back "Delivery Refused"? It just struck me as odd because I've sent stuff across the US and got a response back in 1 week and here where there is at most a day in transit to and another in return I wasn't expecting such a delay. I think the US Postal service is an extremely reliable and wouldn’t think that out of all the deliveries one with a premium service to a neighboring city would fall through the cracks.
