You can track the letter sent CRRR by going to the usps.com website. The Post Office can also trace the letter for you. IF I were in your situation, I certainly would not call them if the debt is 9 years old. If need be, send a second letter CRRR. IF and WHEN they call your supervisor, document the time, place and contents of converstation so that you can sue them for violations of the Fair Debt Collection Practice Act.

Also, you might want to send a letter of validation to the CA. By law, they're not allowed to collect until they provide you with validation, especially with a debt this old. You also need to determine what the SOL is in your state.
