No, when you go into a bank they will often pull a credit report to verify that you are you. My bank pulled equifax, but I had no problem opening an account. I had chargeoffs /bk. No judgements though.
If someone has a judgement against you, and if they have your banking info, they file to seize your account. It is all done legally by the person who has the judgement. There are banking laws which govern, but if they have a judgement they can freeze, and I think mostly seize. I don't really know the specifics. If the creditor can convince a judge that you will remove your money from the bank in order to avoid paying your debt, they can freeze, not seize, before they get the judgement.
