Providian is the Original Creditor, enjoys more leeway to make collection efforts. Send a Cease and Desist Letter, make it clear you are awaiting Physician's report, and that he's being apprised of detrimental effects to health arising from stress caused by OC harassment. CA's worry about Liability, OC's more so. See, CA"s are money-laundering boiler room operations, isn't that right, 'Hughie'? Say hi to your pals at the 'Exotic Boys of the Far East Cabana Club'. CA's can claim they're one man shows, no assets.
But banks? Why, with all that steel, glass, expensive faux sculpture, and perfectly atrocious artwork lining their walls, they are indeed -as Willie Sutton never said - "Where the money is."
The reason banks freely hand over cash to bank robbers with the IQ of a turnip, who threaten the teller with a rubber vomit, is Liability. Banks, sued by robbers who trip on the carpet, have been held liable for millions.
In New York State, a mugger who caught a thrashing from an engraged victim, was awarded a large sum of money. Court found he had been deprived of his livelihood. His livelihood being mugging. Consequently, banks have become most unforgiving with credit card debtors, seen as 'easy hits', less of a Liability threat. So, you make sure Providian knows they'll be taken to task for damaging the health of the disabled.
Send letter to any banks, notify them account is exempt, money from disability income. Ounce of prevention.
Stay in touch. These sexual-psychopath sadists work as 'collections professionals' to sublimate their impulses. Good for us they do, otherwise we'd be reading about their exploits in the police blotter.
They really get their S&M jollies from bullying the disabled. Hit them back with every legal device you may find. Being disabled accords you rights. Use them. Make these creeps sorry they ever learned your phone number, much less called it.

Learnedly,

Keyser Soze
