Debt Validation- ER Solutions

I have been dealing with ER solutions for the past four months trying to get an alleged debt validated. All they send me is a computer generated "screenshot" from their accounting software. This is a violation of the FDCPA, and I have even pointed this out to them twice now. How can I get these slimebags to properly validate the debt? Should I just send a cease and desist since they are obvioulsy oblivious to the law? Also, they are reporting the debt to Experian. I have already sent a nasty letter stating they cannot report a debt to a CRA that was disputed in the 30 day window and has not been properly validated. Whats my next step? I live in Texas, debt is for an electric bill that I had no idea existed. Documetation they sent me from the OC (relaint energy) shows that the bill was sent to the wrong address, to a different person...
