Frequent Pulls

In March and April of 2003 there was a 45-day span where MBNA pulled my credit 3 times from Experian they also had an inquiry about 6 months before that equaling 4 pulls in a year. The record indicates it was for permissible purposes and would continue till 5/2005. If inquiries can be held against me how can I stop them? Especially if they’re going to arbitrarily pull it so frequently.
