The Fl. page on my website has a link at the bottom to The Fl. Consumer Collection Practices Law.

You can cite the §# for prohibited practices, i.e. threatening "legal action" when none is allowed or can be undertaken.

In addition you can, if applicable cite the Fl.§ that requires registration of out of State collection agencies.

The answer to your question about a CA being permitted to "collect" after the legal SOL is past is this: The standard collection agency letters and calls ALWAYS imply a threat of legal action, since NONE can be taken after SOL, their collection actvities (technically including continued reporting)ARE illegal.
