Have whomever was the administrator of your father's estate (or the lawyer) write to the creditors with a notice of his death and state that the estate had no funds.

Your mother,if she did not sign the applications, and did not sign anything after his death accepting responsibility for the balance, AND DID NOT USE THE CREDIT CARD after he died,is NOT responsible for the debt.
