help understanding SOL and credit report

I'm new to the site, checked out Why Chat's site and am a little confused regarding SOL's. I live in California, I have an old dental bill that went in to collections in May of 2000 for $390. I know its a small amount but I never paid it.

1) Is the SOL on this account up? and if so, does this mean that if I write the CA, that they would remove the tradeline or am I better off paying. I can pay the amount now, but I don't want to re-age anything.

2) Can someone explain what reduced to writing 4years and open account with no writing 2 years means in terms of credit cards and collection agencies.

3) If I also have a large credit debt for $6000 that charged off in 9/2002 am I better off trying to pay in installments or waiting the 7 years

Someone, anyone, please help me. I'd really appreciate it
